The Penny has provided many opportunities for transit growth throughout the Midlands. The COMET receives 29% of the available proceeds of a sales and use tax collected in Richland County. The funding allowed extending hours, increase frequency and the development of new routes and programs to meet the transit needs of Richland County. Adding technology such as The COMET App, has made it more convenient for current riders and prospective riders alike. The Freshman Freedom and UPass programs for college students and the Half-Fare program has contributed to the increase in ridership and overall interest in taking transit over cars.
