HDR|ICA will be tasked with overseeing program delivery throughout the Richland County Penny Program. This includes their involvement in managing roadway projects and SCDOT coordination.

Brownstone is a full service construction and consulting firm specializing in Program/Construction Management, Architectural Design services. The firm is emerging into one of the top MBE firms of its kind in the Southeastern region.
Brownstone will manage and oversee design and construction for bikeway, sidewalk, greenways, and pedestrian improvements included in the Richland County Penny Program. During the construction phase of the program, the firm will also lead the procurement process while utilizing small, local firms that have been certified through Richland County’s SLBE office.
